Application Deadlines for Harold R. Rowe Scholarship (International and Study Abroad students):
July 1: for Fall semester and Summer (July-August), for both Study Abroad participants and International Students.
October 15: for Intersession, Spring, and Summer semesters, for both Study Abroad participants and International Students.
March 15: for Summer semester only (May – June), Study Abroad participants only.

October 15: for Intersession, Spring, and Summer semesters (May-June).
March 15: for Summer and Fall Semesters.

Harold R. Rowe International Scholarship Eligibility Criteria

Applicants must be enrolled or accepted for full-time enrollment at FSU. If a student drops below full-time status, he or she is no longer eligible. Undergraduate or graduate degree-seeking international students or FSU undergraduate or graduate degree-seeking students who have been approved by the Center for International Education to participate in study abroad program may apply. International Fellows and Graduate Assistants are not eligible. The recipient(s) must have an overall grade point average of at least 2.5. Previous recipients may re-apply annually, if eligible. Preference will be given to applicants having demonstrated financial need.

Types of scholarships available:
1) New International students Scholarships: Awarded to international students applying to attend their first year at Frostburg State University. Student must meet all admission criteria and demonstrate financial need, with specific reference to family/national economic situation.
2) Continuing International Students and Study Abroad Student Scholarships: Awarded to students who have completed at least one semester at FSU and returning to continue their students at the University or have been approved to participate in a study abroad program. Students must be in good academic standing and demonstrate financial need, with specific reference to family/national economic situation.

Award Amounts: Amount of each scholarship will be determined in units of $1,000 based on the number of applicants and the total amount of funds available for award.

FSU Study Abroad Scholarship Eligibility Requirements

FSU Study Abroad Scholarships will be awarded twice a year. Applications for the summer and fall semesters are due by 15 March. Applications for the intersession, spring, and (Early bird) summer semesters are due by 15 October. Awards will be made by 15 April and 15 November, respectively. Each scholarship award will be worth $500 or $1,000. Scholarship recipients will be required to indicate on their application form a type of participation/presentation in which they will take part on their return from overseas. All scholarship recipients, including graduating seniors and graduate students, will be expected to take part in this requirement.

Eligibility Requirements:
1. A completed scholarship application (including letters of recommendation and transcript(s) must be received by the deadline set by the Director of the Center for International Education.
2. The applicant must be a full-time, degree-seeking student who has completed at least 24 credit hours (18 credit hours for graduate students) prior to the study abroad experience.
3. The student must be a matriculating student at the time of the study abroad experience.
4. The student must have submitted a completed application to a credit-bearing study abroad program.
5. The student must have submitted a completed application form to the Center for International Education, and must have received a letter of acceptance from the Director of the CIE.
6. The student must have a minimum cumulative grade point average of 3.0.
7. The $150 Administrative Fee must be paid before submitting a study abroad scholarship application

Selection Criteria:
In awarding the scholarships, the International Education Council (IEC) may consider:
1. GPA, with due consideration given to the degree of academic rigor of courses
2. Quality of the essay
3. Financial need (based on summary information provided by the Financial Aid Office)
4. Duration and number of credit hours being pursued as part of the study abroad experience
5. Cost of the study abroad experience (including transportation, tuition, fees, housing, and other expenses with due consideration given to the cost of living in the host country).
6. Previous study abroad experience of the student
7. Benefit to the major or minor of the student
8. Number of credit hours completed by the student prior to the study abroad experience

Preference will be given to students participating in an FSU program, FSU partner institution, or FSU affiliated program.

The Council may decide to interview any or all candidates and it may ask for additional information.
